Local zoning rules help municipalities determine where different types of businesses and land uses can operate. Our government introduced Bill 119, the Protecting Ontario’s Streets and Communities Act, 2026, to give municipalities stronger tools to address illegal land uses, including illegal truck yards, and help ensure local zoning rules are respected.

If passed, Bill 119 would allow municipalities to use Administrative Monetary Penalties for certain zoning by-law violations. These measures would give municipalities a way to take action against illegal truck yard operations and other unauthorized land uses without relying solely on the court system.

The legislation would establish a new framework for municipalities that choose to use these penalties, including rules around their administration, enforcement, and collection. For rural communities, illegal truck yards can create concerns related to local roads, noise, lighting, drainage and the use of agricultural or rural land. The proposed changes would help municipalities respond more effectively when illegal truck yard operations do not follow local land-use rules, uphold municipal zoning rules, and help deter future violations.

Bill 119 also proposes a number of other measures aimed at strengthening community and public safety. These include new measures targeting illegal drug production, strengthening protections and supports for victims of human trafficking, allowing restraining orders issued elsewhere in Canada to be enforced in Ontario, and strengthening oversight of the towing industry. The legislation also proposes changes related to policing, police record checks and the provincial justice system.
