Ontario’s farmland is an important part of our province’s economy, rural communities, and food supply. Our government introduced Bill 109, the Protecting Ontario’s Food Independence Act, 2026, to help protect Ontario farmland, support our farmers and strengthen the future of our agri-food sector.

If passed, Bill 109 would create new restrictions on the purchase and acquisition of Ontario farmland by foreign interests. These measures are intended to prioritize access to farmland for Ontario farmers and help ensure our agricultural land remains locally owned for generations to come.

The legislation would establish a new framework governing foreign acquisition of farmland, including rules around who may be restricted, enforcement measures, and exemptions where appropriate. Similar restrictions on foreign ownership of agricultural land are already in place in several other Canadian provinces.

Protecting farmland is about more than ownership. Ontario’s agricultural land supports farmers, rural communities, jobs and our ability to produce food here at home. These proposed measures would help preserve agricultural land for future generations, support the next generation of Ontario farmers and strengthen our province’s long-term food security.

Bill 109 also includes other proposed changes aimed at strengthening Ontario’s agri-food sector, including measures to expand agricultural production in Northern Ontario, modernize veterinary medicine and reduce unnecessary regulatory burden for farmers and agri-food businesses.
