MPP Joseph Racinsky Protecting Seniors by Introducing the Life Leases Act, 2025

Fergus, ON — On November 19th, MPP Joseph Racinsky introduced Bill 71, the Life Leases Act, 2025. This legislation is designed to protect seniors in life lease housing and promote accountability and transparency.
Life lease communities provide an important housing option for many seniors across the province. The Life Leases Act, 2025 establishes new protections that will help seniors make informed decisions, strengthen financial transparency, and hold bad actors accountable.

The proposed legislation includes measures that would:
- Prohibit a life leaser sponsor from providing false or misleading information in relation to any matter governed by the Act or its regulations.
- Hold Directors and officers of corporations liable if they knowingly concur in an offence
- Grant the Lieutenant Governor in Council broad regulation-making powers, including powers to govern financial disclosures, reserve funds, meetings of life lease holders, terms of life leases and other matters necessary for the effective administration of the Act.
- Apply to all life leases regardless of any agreements and waivers. Any provision inconsistent with the act or its regulations would be void.
These changes will ensure that Ontario’s Seniors are treated fairly by ensuring stronger safeguards and more transparent practices, giving residents and their families greater confidence in life lease communities.
